The Present Progressive Tense
We know or it is important to know who does the action. E.g.:

Jack is winning the game.

Lilly is singing a song.

We are using the computer.

In this case Present Perfect active is used.

The Present Progressive Tense
We don't know or it is unimportant to know who does the action. What matters is the object of the action. E.g.:

The game is being won.

The song is being sung.

The computer is being used.

In this case Present Perfect passive is used.
